Prepare the beef:
Slice the beef thinly against the grain. Place the beef slices in a bowl and sprinkle with baking soda. Toss well to coat the meat evenly. Let rest for about 15-20 minutes.
Make the sauce:
In a small bowl, combine the minced garlic, salt, sugar, black pepper, chili flakes, balsamic vinegar, olive oil and chili sauce. Set aside.
Sauté:
Heat the butter in a large skillet or wok over medium-high heat. Add the chopped onion and peppers. Sauté for about 2-3 minutes until they start to soften. Remove from the pan and set aside.
Cook the meat:
In the same skillet or wok, add the marinated beef slices. Sauté quickly for about 1-2 minutes until the meat is browned and cooked through. Be careful not to overcook the meat.
Combine everything:
Return the cooked onion and peppers to the pan with the beef. Pour the prepared sauce over the meat and vegetables. Toss well to coat everything evenly with the sauce.
Serving:
Once everything is heated through and mixed well, remove from heat. Serve the tender beef immediately with rice or noodles, garnished with chopped green onions or sesame seeds if desired.
