Preheat the oven to 180°C.
In a bowl, mix the flour, baking powder and sugar.
Add the cream and egg to the dry ingredients and mix until smooth.
Gently fold in the chocolate chips.
Pour the mixture into a previously greased cake tin.
Brush the surface with the beaten egg yolk.
Bake for 30 minutes or until a toothpick inserted comes out clean.
